Why it behaves differently

One thing worth being straight about

Less smell is not the same as no effect on other people. Vapour is not just water, other people in the room are inhaling it, and plenty of places prohibit vaping indoors for exactly that reason. "It does not smell" is not a reason to vape somewhere you would not smoke.
