Why Does Vape Shipping Take Longer? The PACT Act Explained

Federal law bans vaping products from the US Postal Service, and requires an adult signature on delivery. That is why a vape order behaves differently from everything else you buy online — not a store policy, and not something any retailer can waive.

What the PACT Act requires

The Prevent All Cigarette Trafficking Act was extended to cover vaping products in 2021. In practice it means:

• No USPS. Vaping products cannot travel through the postal service at all, so orders move by private carrier.
• Adult signature on delivery. Someone 21 or over must be present with ID. The package cannot be left at the door, with a neighbour, or in a safe place.
• Age verification at purchase, before the order is accepted.
• Registration and reporting obligations on the seller in every state shipped to.

Why that adds days

Private carriers cost more and route differently from USPS, particularly to rural addresses. Signature-required deliveries cannot be completed if nobody is home, so a missed attempt costs a full day. And the compliance paperwork attached to each shipment adds handling before the parcel leaves at all.

Making delivery work first time

• Ship to an address where an adult is present during business hours — a workplace is often easier than a home.
• Have ID ready. The driver has to check it.
• Watch for the carrier's notifications; most let you redirect to a depot or pick a delivery window after a first attempt.
